Scott Blacklin

Scott Blacklin is Senior Vice President of Government Affairs at Cybastion, where he delivers strategic counsel to the company's leadership and leads engagement with U.S. government agencies and key stakeholders. With extensive experience in international operations, trade and project finance, Scott brings extensive experience in advancing large-scale digital transformation initiatives in emerging markets.

Scott has devoted his professional life to advancing commercial and political ties between the United States and emerging markets. Launching his career with the U.S. Department of Energy, he served as desk officer for U.S. cooperative agreements with the USSR, Eastern Europe, and China. He led the Moscow offices of several U.S. companies with operations in Russia and Eastern Europe, including WJS, Westinghouse, Northrop Grumman and Motorola. He also served as Director of Maryland's International Division and as Vice President of Emerging Markets at Cisco, overseeing business development in more than 130 countries.
