The Operations Manager leads the planning, coordination, execution, and monitoring of all projects delivered by Cybastion UK, with particular focus on projects financed, guaranteed, or supported by Export Credit Agencies (ECAs). Reporting to the General Manager of Cybastion UK, this role serves as the primary operational interface between Cybastion UK, clients, funding institutions, strategic partners, and the Group's executive leadership.

What this role is, and isn't. This is not a purely administrative project coordination role. The Operations Manager owns full delivery accountability across executive, technical, and government/ECA-funded contracts — compliance gaps or delivery failures here affect Cybastion's standing with donor institutions and government counterparts, not just individual projects. The right person is as comfortable managing a supplier negotiation or a customs clearance issue as briefing the Group COO or CEO.

What you will build

  • Lead and oversee operational execution of all projects managed by Cybastion UK, monitoring schedules, budgets, resources, milestones, and deliverables.
  • Ensure compliance with contractual obligations toward clients, partners, and funding institutions, and identify and mitigate operational risks.
  • Ensure full compliance with Export Credit Agency (ECA) requirements, policies, and reporting obligations, and coordinate performance reporting to funding stakeholders.
  • Track project performance indicators and contractual milestones, and support audits, compliance reviews, and external evaluations related to ECA-supported projects.
  • Manage local and international logistics — transportation, warehousing, shipping, customs clearance — and lead procurement, supplier sourcing, evaluation, and contracting for project implementation.
  • Work closely with the Group's Finance, Legal, HR, IT, Compliance, and Procurement teams to ensure adherence to corporate policies and governance standards.
  • Provide regular operational reporting and KPIs to Cybastion UK leadership and the Group COO, CSO, and CEO, and participate in steering committees and governance boards.

Who we are looking for

Non-negotiable cultural fit: The Operations Manager is Cybastion UK's operational backbone across ECA-funded and internationally financed projects, moving fluidly between engineering delivery teams, donor institutions, and Group executive leadership. This person must combine rigorous project and compliance discipline with the diplomatic skill to operate across cultures, currencies, and funding requirements. Profiles that treat governance and reporting as an afterthought, or that cannot build trust with government and donor counterparts, will not succeed in this environment.

The ideal candidate holds a Master's degree or equivalent in Engineering, Business Administration, Project Management, Supply Chain Management, International Development, or a related field, and brings a minimum of 5 years of experience in management, project delivery, or program management within an international environment, including proven experience managing projects financed by ECAs, development finance institutions, or international funding organizations. They have experience in infrastructure, telecommunications, cybersecurity, digital transformation, government technology, or related sectors, with strong expertise in international project and operations management, procurement, supply chain, and logistics, and a solid understanding of compliance, governance, and risk management frameworks. Strong stakeholder management skills — the ability to engage effectively with senior executives, government officials, and donors — a results-oriented mindset, and strong negotiation and problem-solving abilities round out the profile, along with fluency in English (French proficiency a strong advantage).
