The Director, Sourcing & Procurement leads Cybastion's sourcing, procurement, and supply chain execution across all projects and regions, setting procurement strategy, governance, and operational oversight for complex, multi-country technology and infrastructure projects. The Director is the primary authority for procurement decisions and escalations, working closely with Strategic Partnerships, Finance, Legal, and PMOs to align sourcing with business and delivery needs.

What this role is, and isn't. This is not a transactional procurement role. Across eleven countries, procurement failures carry real consequences for clients, partners, and reputation — so the Director must be as ready to set governance frameworks as to handle a high-stakes escalation directly. Not a fit for anyone who manages from a distance or hasn't built a procurement function from scratch.

What You Will Build

  • Lead the Sourcing & Procurement function, establishing procurement strategy, sourcing models, and execution oversight.
  • Establish and enforce procurement policies, approval frameworks, and escalation protocols.
  • Serve as the functional authority for sourcing and procurement decisions across HQ, countries, and projects.
  • Manage and develop HQ Sourcing & Procurement staff, including Procurement Coordinators, Senior Procurement Managers, and International Traffic/Logistics roles.
  • Provide functional oversight to regional procurement resources, including dotted-line management of the Regional Procurement & Partnerships Manager.
  • Define and oversee strategic sourcing approaches, including preferred vendor frameworks and regional sourcing strategies, coordinating with Strategic Partnerships to align execution with partnership objectives.
  • Support negotiations and commercial structuring for complex or high-value procurements, ensuring effective vendor performance management and issue resolution.
  • Own procurement oversight for high-value, high-risk, and HQ-escalated projects, guiding teams on sourcing strategy, contracting approach, and sequencing.
  • Oversee coordination between procurement, logistics, finance, and PMOs to ensure end-to-end execution discipline.
  • Serve as the procurement function's interface to senior leadership and cross-functional partners.

Who We Are Looking For

Non-Negotiable Cultural Fit: Procurement here is a critical execution engine, not a back-office function — delays cost client relationships and margins. The Director builds systems that hold up without them in the room and earns credibility through execution, not just frameworks.

  • Bachelor's degree in Supply Chain, Business, Finance, or a related field; advanced degree or professional certification (CPSM, CIPS) is an asset.
  • 10+ years of experience in domestic and international sourcing, procurement, and supply chain end-to-end processes, with significant experience in complex, project-based, international environments — technology and infrastructure sectors strongly preferred.
  • Proven track record building or scaling a procurement function from the ground up, including experience in matrixed organizations with dotted-line management responsibilities.
  • Strong governance, vendor management, and stakeholder management skills, with French proficiency a significant asset given Cybastion's African operations.
  • Experience in defense, cybersecurity, or digital infrastructure procurement, US government contracting (FAR/DFARS, Buy American), and/or African market procurement environments is a plus.
